School budget redirecting money earmarked for poorest children

In a 15-page analysis of the Chicago Public School district's 2007 budget, the Cross City Campaign for Urban School Reform claims Chicago Public Schools officials are using a variety of tactics to siphon money away from the system's most disadvantaged students.
